So lots of features I consider fundamental. Python has lots of advanced
features but is lacking in the basics like this:

Meanwhile, in Python you can create a class with x, y members, but you
can do this:

p.z = 200
You've inadvertently created a new member 'z' (it will be an attribute)

F = 42
It is ridiculously and dangerously dynamic.

Function and class definitions are not declarations, they are special forms of assignment statement; while the function code is generated at compile time, the actual creation of function and class objects happens at runtime. If the function/class definition is executed multiple times, it creates (and assigns to the function/class name) a new object each time. This, together with lexical binding, allows you to define functions which are function factories or class factories. JavaScript has “const” now, but Python doesn’t; perhaps it should be added?

Python is ahead-of-time compiled into byte code. Python interpretation
runs the byte code.
In some situations, Python compiles .py file into .pyc files
which are stored in a __pycache__ directory, doing this
as it executes the files.
You can force ahead-of-time file compiling "python3 -m compileall
yourprogram.py".
When you have local imports: e.g. you have a foo.py which has
"import bar", referring to bar.py, and you run "python3 foo.py",
it will compile the bar inport and cache its byte code in a
file in __pycache__.
I suspect that in cases when a .pyc file is not being dropped,
Python does incremental ahead-of-time compiling, meaning that it reads
successive top-level statements of the .py file, compiles them to
bytecode in memory, and immediately executes them, rather than compiling
the whole file first. Quite possibly, it might do this even when it
*is* generating a .pyc file, in those cases when it's doing so
automatically (the foo and bar scenario described above).
When imports are being compiled automatically to .pyc files,
their statements are being executed; like if you have a top-level
print('hello'), you will see the hello output, and you will see
a .pyc file in __pycache__ for that file. Was that hello printed
after the .pyc file was produced, or during? I suspect during.
But anyway, Python obviously has compile time separate from run-time.
Or, should we say, compile times separate from run-times.
There is a time when source is being compiled to byte code, and
that is not the same time as when that byte code is executed.

No, the top-level code in the module is executed when the import is
executed, not when it is compiled. If the imported module hasn't
already been compiled to bytecode, that needs to be done before the
import can be completed.
In your example, "hello" will be printed when the module is imported,
without any functions etc. within the module being called, but it's done
when the bytecode is executed, not when it's compiled compilation. If
you ran the same program again (after the bytecode had been cached in a
.pyc file) without modifying the source (so it doesn't need to be
recompiled), you'd still get that output printed, even though the
imported module isn't compiled again.

350-page manual. That one was used by other people to create add-on
products.
But it's now a personal tool and I only have reference material for my
own use.

So the product exists, but I choose not to make it available; that would
be a huge amount of work, and no one is really interested. Modern
languages are going in a different direction.
Still, it is quite a substantial language, and it really does build in a
tiny fraction of a second:

Well, I don't have a current user manual. That's rather pointless for a now personal language. I could upload a Windows binary, or that qc.c file, but that would be futile. I don't need to prove to myself that my language exists! And I don't care if you think I've been programming in imaginary languages using imaginary implementations for the last 4 decades. Since the language is close to C (mine is probably the nearest such language if you disregard the different syntax) many will be compared to the C equivalents. I realise there is a very high probability that I will do a considerable amount of work, only for you to curtly dismiss it in one sentence. There has to be a wider reason to do the work. So, it can serve as a summary for my own use (sometimes I forget how much stuff there is!). But, together with example programs, there should be enough info for someone, already familiar with C, to play with it, given a suitable implementation.

Being concise or terse is okay; I don't need to read a belabored explanation of, for example, how function calls work, if they work the same way that function calls in C work. But it is important, in this example, to say that function arguments are always evaluated left-to-right (if indeed that is the case), because it may change the meaning of a code fragment relative to common expectations. In short, I would like to see a minimal document that lets me say with confidence that I can write code in the language and that I can read any legal program in the language and know what it does.

Here, function arguments I believe are always evaluated right-to-left, which in my own implementation, is an assumption made in the front-end. But it's really up to the backend. It could decide to reverse the order; there is enough info in the IL to do that, but it's messy. So it should really be a characeteristic that the front-end interrogates. There's another issue with the stack, which normal grows downwards, but when the backend is told to interpret the IL, it grows upwards. So function arguments are physically ordered the other way around, but the right-most in the source code is still evaluated first. (This had a bearing when the backend was used to interpret C, where my implementation of variadic function bodies assumed the stack went a certain way.) Anyway, the ordering is not specified by the language, and should be be relied upon. It won't hurt to mention that though.

It's hard to understand how you can think that, given that I have explicitly asked for some sort of language reference. Ideally that would be a complete and comprehensive document: not too long, and not aimed at beginners, but simply giving a concise but complete description of the language. In other words a single document that I can just sit down and read, without having to read anything else, after which I would know everything about what language is defined.

Bart has a project on github. In the past he provides part
of source code for his languages. More precisely, he provided
generated C source code for C compiler, generated C source
code for implementation of his "dynamic" Q language, and
source for compiler of his M language (in Q). So, those
things existed and run times were consitent with what he
claimed. AFAICS parts of source we missing, and it seems
that he later removed the sources from github.
Also, at various times Bart provide links to download executables,
they were of no interest to me as they would not run natively
on Linux. Also, my personal policy is to run only programs that
I compile myself from sources or that come as part of Linux
distribution.
For me most interesting aspect was that it was possible to
compile as fast as Bart claimed. Given incomplete sources
and language features for me the actual languages were less
interesting. But his languages are clearly real and there
was some documentation and sizable sample of source code.
I fetched the files in 2017, so what he has now is probably
somewhat different.
