That seems reasonable -- though I wouldn't expect C to adopt the "::"
syntax.
If I understand this correctly, enum State would be compatible with
uint16_t, and the constants on and off would be either of type enum
State or of type uint16_t (it probably doesn't matter which).
It would also let you define named constants of any integer type:
enum : uint32_t { foo = 0xdeadbeef };
