A conforming compiler must support at least 4095 characters in a
single source line (the limit was 509 in C90).  So you won't find
a C implementation that limits lines to 16 characters.  But even
if you did, you could insert the \ characters automatically.

You've read the rationale by now.  Given that there's *some* need
for line continuation, would you want an elaborate set of rules
to ensure that it's only used when it's sensible?  Who decides
what's sensible, and how much work should the compiler have to do
to enforce the restrictions?  IMHO it's better to have a simple general
rule.  

Don't expect the language rules to prevent you from writing ugly code.
