I have to disagree.  I think Shaw would have considered Elon Musk an
unreasonable man for thinking he can do spaceflight better than NASA.
This is different from irrational lunacy, like that displayed by the
folks who think we need to defund NASA because the moon landings were
faked.

More locally, Ivan Goddard (and the Mill crew) are, IMO, unreasonable
men* in the sense that they are rejecting much of the convention about
how CPUs (and related bits) should work and be designed.  They might
well be wrong, and may well fail, but I don't think anyone considers
them loons.  Another poster in these parts is also designing his own
CPU, with the ISA an apparent hodgepodge of every hare brained
features his fevered imagination can come up with (while
simultaneously designing a programming language or two, and, I think,
an OS), with the major justification apparently being that existing
items in those genres don't adequately met the demands of his
interpretation of his religion.  Or perhaps that the designers or
developers of those items don't adequately meet the demands of his
religion, thus tainting the items in question.  The latter individual
is clearly seeing thirty or forty giants hulking off yonder that he
needs to do battle with.

IMO, unreasonableness (in Shaw's sense) is about rejecting the
consensus or refusing to be bound by convention, but it is not the
same as irrationality.  But it *can* be hard to tell the difference at
times.

*No sexism intended, of course.
