Office is a mainstream program that people think is ubiquitous so expect 
everyone to be able to read their files.

VB isn't and you don't often send VB projects to people other than VB 
programmers :)

If you're really stuck then notepad works fine.
Ok, it can't display a form, but it gives you all the code, and the form 
structure is fairly straight forward to understand.
