If you can afford VB6 then use that.  Get free Service Pack 6 and 
controls update from MS.
Why?  There is a multitude of free source code examples that do exactly 
what you are looking for on Planet Source Code.  This will get you up 
to speed quickly.  Also the VB6 IDE is very good for beginners with its 
run-debug-run capability.  VB6 produces compiled .EXE that are fast.  
All Windows OS including Win8(beta) work.
I have apps running on Win7.
