The wgnuplot.ini file (i believe you talk about the windows version?)
does have a setting "SysColors", if set to "1", you should be able to
modify the background/text colour through the windows control panel. See
"help windows text-menu".

(This point seems to have vanished from the options menu in gnuplot.
Strange.)

There is no way to change the colours in gnuplot directly, to my knowledge.
