It seems that you really want a 2D plot command and something other
than palette-based coloring.

How about something like

set style data rgbimage
###################### red component ####   green #########   blue
plot '-' using 1:2:( ($3>0) ? 0 : 255 ):( ($3>0) ? 0 : 255):(255)
