I assumed that your file1.txt has x1 and y1 of the vectors and file2.txt 
has x2 and y2. The Gnuplot manual (see page 56 of [1])
explains: "The 2D vectors style draws a vector from (x,y) to 
(x+xdelta,y+ydelta)." So one has to calculate the deltas first.
