How to create a general energy levels diagram.

Hi, Dear all,

I would like to know how to create a normal energy level diagram which
is the basic task in Quantum Mechanism.
The energy level diagram is something looks like in

.

The general data is looks like:
# col. No.           energy
1                         -13.6
2                         -10.4
2                         -10.32
3                         -4.5
3                         -4.2
3                          -4.0
I am trying to plot them as point. However, I don't know how to
increase only the width of a point.

Please give me some advice on it.
