Note that GNU Emacs still supports “'gtk' (the default), 'athena',
or 'motif' ('yes' and 'lucid' are synonyms for 'athena')” [1] as
X11 toolkits. If GTK makes problems under NetBSD+X11, you could
give Athena and Motif a try.
For GNU Emacs, it does not make sense to offer GTK4 as a toolkit
for X11 because GTK4 has deprecated its support for X11. But for
Wayland users, it makes sense for Emacs to offer a PGTK4 build
because GTK version 4 improved Wayland features.
