Both are detailed in the Postgres manual in the backup chapter (https://www.postgresql.org/docs/9.1/static/backup.html) - the file system backup is described as 'impractical or at least inferior to the pg_dump method'.
Not sure if there would be any circumstances that would make this ideal, maybe it would be a bit quicker...
