You can create a vacuumdb job with the job scheduler.

On Windows XP the job scheduler is found in
Start > Programs > Accessories > System Tools > Scheduled Tasks

Did you consider autovacuum? It is recommended and turned on by default
in recent PostgreSQL versions.
