Can you make your firewall block any SQL Server port that it doesn't
know about, so that they have to ask your permission to have one?

Maybe use the firewall as the source of the current list of 
SQL Server names?

(Then, would they be able to install sneaky extra instances without 
telling you?)

Presumably someone's buying /licences/ for all your SQL Servers, 
so could you get the information from the company accounting 
system?

Or, get hold of one of those viruses that runs amuck on all the 
SQL Servers on a network, and rewrite it to do what you want -
Blaster or Slammer or something.  Of course there's a bit of a 
risk that it harvests the details of every SQL Server on 
planet Earth for you.  Then you can take care of all our backups 
as well...
