SQL Server 7 was released in the end of 1998. This was before Microsoft
changed to put years in the name of the releases of SQL Server.

SQL 2000 was originally planned to be released a SQL Server 7.5.

SQL 7 represented a huge leap from the predecessor SQL 6.5 with radical
changes in architecture.
