On a lot of laptop these days, the f1-f12 keys have little "icons" underneath to do things like change brightness, volume level, toggle wi-fi etc. 

So, a lot of laptops in fact "default" to the function keys being "shifted" to the other keys. To get the actual f1-f12 keys, you have to hold down the FN key. Normally the FN key has to be held to get at the "shifted" options you see for the function keys.

On my Lenovo laptop, in the BIOS settings, there is a option to toggle this feature. I togged that feature "back" to what my laptops in the past used. So, now to change brightness, volume etc., I have to hold down the FN key, and NOT have to touch or hold anything down to just use the function keys.

However if on your local computer you don't need to hit/hold down the FN key to get the f1-f12 keys to work normal, then you should not have to do this for remote sessions either. I have to think that your local computer is the issue/problem, and not the fact of the remote session.

Quite "interesting" that fewer and fewer people use function keys in their applications now. With tablets, and applications supporting touch, we see less and less use of Function keys these days. But for developers, that is a different story. 

On desktop machines, I tend to find the F keys work fine, but on laptops, I see VERY often the default is "reversed", and you have to hold down some "FN" key to get the actual F keys to work as normal. As noted, on my laptop, I restored the settings to what I consider "normal".
