Did you ever actually enable Sharing?

Your answer now may imply that you never tried to activate it.
Take Harry's approach to disable it for the files.
You don't need it.

But did you ever open the sharing setup?

On Mac it's File > Sharing > FileMaker Network...
  Network Sharing off ( ) on (*)

Because someone some time defined to use sharing for one of the files,
and now the application warns you to enable sharing.
