If I am understand your question correct. What you need is
a database contain strokes squences of every single
chinese characters, right?
I do not think there is an "official" one, but there are
many "unofficial" databases on Internet made by people,
you can search "笔画数据库" or "笔顺数据库" for them, (many
of them are not free) e.g.
