I was using the term to distinguish it from dial-up Internet access, 
which became a thing in 1994. And that's later than the time period we 
were originally discussing.

Phone lines dial into POPs (banks of modems if you like). Especially 
with telephone call charges back in the day, it made an enormous 
difference to the cost whether there was a POP [to a first 
approximation] in your county, or if you had to call long distance to 
London, or perhaps Manchester. Although Warrington was a favourite 
location because a historical accident meant it was local call to both 
Liverpool and Manchester.

Anyway, why would the SAGE defence system have POPs in the UK?

Calling the USA back then was £1/minute (equivalent to about £4/minute 
in today's money). My then girlfriend used to call transatlantic to a 
Prestel[Micronet] POP in the UK, where we had email boxes; not least 
because it was hardly any more time consuming or expensive than sending 
a FAX. Which both of us used to be sending all over the world several 
times a day anyway as part of the job.

And of course we could both do it at our own expense from home outside 
office hours, where neither of us had a FAX at the time. In any event I 
had several other regular correspondents on Micronet, and did online 
banking (yes from the mid 80's) so would be dialing in at least daily 
anyway.
