HD streaming works at lower speeds than that. I only sometimes get only 
5 - 7mbps on wifi and Netflix still streams in HD

Well, I was lucky enough to get FTTH, but I can't see the point of paying
for top-shelf.  I just did an update of Suse Tumbleweed linux (over 2000
items) and it took 7 hours. The download speed was as slow as 30 kB/s.

I don't know about SUSE, but the official Australian Debian mirror was
hopelessly slow the last time I tried it. Getting into the KB/s was an
achievement! I'm currently using the iinet (if anyone's got a good
connection, it should be an ISP) and Monash Uni Debian mirrors.

Looks like iinet's got SUSE as well:

I use the AARNET mirror for some stuff and it's on the Optus Backbone - 
so I always get good speeds from there. It has to be said however that 
speeds seem to be limited. 4 concurrent downloads are no faster than a 
single download. That's probably a server limitation, not the connection.

I pay 10% less for top shelf NBN than I did for the cheapest adsl
I could find with an operation that wasn’t likely to go bust soon.

The download speed you get will be dependent on a multitude of factors, 
not the least of which is the connection into the server you're leeching 
from.
