I have had a bit of that myself, fixed by Telstra doing something back in the exchange. Super slow almost completely unusable internet which couldn’t even load speedtest.net at all, let alone actually run the speed test. The line speed as reported by the modem was fine. For a while browsing was usable with some site and completely unusable with others.
