  IIRC, if you do not do an 'Express' upgrade, you get the chance to
change these settings.

  But yes, the whole idea is idiotic, but then it's just an extension of
the automatic-updates_only mechanism. Totally brain-dead, especially
considering that Windows is also used on tablets, hybrids, etc., which
will often be using - very expensive - *mobile* [1] networks.

[1] Yes, that can be worked around as well. The *point* is that the
*default* settings/methods are totall b0rken and create more problems
than they solve.
