Tops-10 and TOPS-20 share absolutely no code.

Tops-10 and TOPS-20 do not use the same system calls.

There is a "compatibility package" called PA1050 which mimics a subset of
Tops-10 system calls IN USER SPACE to allow a subset of Tops-10 programs to run
under TOPS-20.
