I've noticed this recently. It mainly occurs on the Thunderbird tab, but 
I have seen it on one or two others.

What it appears to be is a reflection of something being reported as a 
notification (with TB it could be an error report of failing to connect 
to a news or mail server). You can confirm it's a notification by the 
following:

Open "Notifications" in Mint's menu. At the top it should show "Enable 
notifications" as being operative. Now go to the bottom and click on 
"Display a test notification". Firstly, a "Lorem ipsum" message box 
should appear and then disappear after a few seconds; if you have the 
"Notifications" applet configured to appear in the panel, you should see 
it appear there. At the same time the red dot with a number 1 should 
appear in the "Notifications" tab in the taskbar/panel. As soon as you 
click on the notifications applet the "Lorem ipsum" message will appear 
again, but once you click outside it or on its "x" it will disappear, 
and so will the red dot with the number in the notification tab.
