You're missing the point. What Mitchell Holman says here that what was 
important was the good feeling the Virginia democrats got from redrawing 
the districts. From what I understand it was therapeutic like drawing in 
a coloring book and rejuvenated some of their brain cells. So they 
didn't get the end result, but some of them got a good cleanse for their 
brain, says Mitchell Holman.
