The problem appears to be a cultural one, they don't value the same things. In fact it would be more surprising if they did value the same things when we know that they don't with music and stuff like that. And it isn't a racial thing either, the english had the same problem with the irish and so do america. Cultural values were VERY different.

This idea of making amends for things that happened 100 years ago is "way out". If you robbed my house, after seven years or so you could *not* be prosecuted for it. In the past, the slave owner had to provide housing, food, and medical care for their slaves. Today, using "eonomic slavery", the "masters" require the slaves to provide their own housing, food, transportation, and medical care... and pay those "economic slaves" a pitance in many cases. Some groups, facing ethnic discrimination and blocked from jobs and college, formed their own businesses and support groups. Some managed to only eke out a marginal living, such as a pushcart. But others did better. I'm gonna go out on a limb here: In poor neighborhoods, there are corner grocery stores often owned by recent immigrants. Why can't the residents of those neighborhoods be the store owners? Yes, it means very hard work and long hours, but a resident will have no language barrier and a cultural familiarity with the wants of the neighborhood, which are advantages.

I can offer one anecdote; my sister taught at a charter school for a couple years, and from what she said, they got both the top and bottom of public school students, but nothing in the middle. Their school was set up to not have "grades" at all; students could proceed at their own pace in each subject independently--but if they got "too far" ahead in one subject, they'd get less time for that and more time for the ones they were "too far" behind in. It generally worked, too; many "slow" students caught up to where they "should" be and transferred back to public school as newly "average" students, while the "fast" students became more balanced and finished school a year or two early. OTOH, charter schools have the same fundamental advantage that private and parochial schools do: they can kick students out, whether for academic or behavioral issues. Obviously I have no personal experience with this, but I understand students that don't dress in the weird outfits popular these days (black and white), who are respectful and pay attention in class, and who work and get good grades are picked on for "acting white". If working hard and doing well in school is considered "white" it's no wonder the kids misbehave and don't study. -- Pete

You'll find the same social conformity issues even in affluent areas or poor white areas; see the discussions about bullying--and the links to spree shootings and teen suicides. Gangs, however, are another matter; they'll beat boys (and rape girls) who don't conform, eventually killing those who still refuse to join or who try to escape. Once in, the only acceptable way to retire is the military, which is only possible if you somehow manage to avoid getting a felony record before you're old enough to enlist. There is a validated story about the fishing crew that had a
record lot payment, and went to the car salesmen of one outfit
directly from the squalid trawler after 8 weeks on the high seas,
not smelling like roses, exactly.
They tried to haggle over the cash price of 5 well equipped
sedans, and were rudely ignored by the salesman.
They crossed the street, and the salesman could watch them
hand over cash, and 5 competing sedans were lowered onto the
deck of the trawler during the evening. He did not keep his
job.

JMF's favorite story about Gracie Slick was about buying
a car. She walked into a Mercedes dealership and was
not treated well. However, she bought the car and put down
2 $10KUS bills.
