I am hung up on the possible losses. Say that each citizen, on his 20th birthday gets a credit card. Some of them will pay off their debt and some will not. Create a file named "Losers" and put the names of the bad people in the file. (Require the SS number to get a credit card.) If you don't go in the file you are entitled to 50 years, or 18,250 days of shopping. Assume the United States permits sharing of the information in the "Losers" files. Do the interest rate charged seem commensurate with the possible loss? If not, might collusion be a contributor to the rate?
