That's just not feasible with modern OSs which have so much going on in the
background doing all sorts of useful stuff for the programs you choose to 
run.

You can still run DOS if you want to.

Makes more sense to have the user authorise stuff that
can be run automatically at OS install time and have to
authorise anything added by an install after that. But that
wouldn't help with the simplest users who will have no
idea what should be allowed to run and what should not.
