A cell by definition is 1.5v (at least in the days of carbon zinc and even 
alkaline).  It's about chemistry, there's nothing that can change that. 
Hence if you needed more voltage in a package, it was made up of multiple 
cells.  You can see the same thing inside a 9v battery, sometimes they are 
stacks of rectangular cells, but they can also be six "aaa" cells inside 
the package.
