I renamed C:\Program Files(x86)\Mozilla Firefox\Distribution\policies.json 
to policiesold.json, and restarted Firefox.  Bingo, I got the update 
notification. This is the same advice Adam H. Kerman gave.  Thanks to both.

I updated to 140.0.4, and reinstated policies.json to avoid the update 
notification for a while.
