Probably not ideal anyway. https://public.ksc.nasa.gov/lspeducation/launch-operations/ My brother was a Vandenberg when they thought they might get the Space Shuttle program. There's one road with an odd road cut through a ridge until you realize it was designed for the Shuttle's wings. Vandenberg ramped down when that fell through but they still do a lot of commercial launches intended for a polar orbit. Being 6 degrees closer to the Equator wasn't as much a factor as the better placement for an east-west orbit.
