I got it working, when the host uses efi, the VMs also have to use efi. It dual boots into a VM, this is about as close as you can get to a dual boot or a real install without partitioning etc. Using all memory and all processors it is a nice way to test what an upgrade to Windows 11 would be like without actually installing it.
