  A change of the timeout that drops connections after 3 minutes.

  Presently the timeout makes it very difficult to read an article with
rn if it takes longer than 3 minutes, because the connection will have
dropped.  Similarly, composing a posting or reply also loses the
connection if it took more than 3 minutes.


  Also, don't count the connections when inews makes a new connection
to post an article, so one doesn't get blacklisted for two many
connections per day.
