Correct. Prior to 9/11 the entire continental air defense system was looking outward for exterior threats as no one had imagined an airstrike on the continental US originating from within the US. Given the thinking and mission at that time, sending aircraft out to sea to seek an exterior threat would make complete sense. -- Jim Pennino
