Probably not clouds of ordinary elements, too easily detected. There are lots of theories of what so-called "dark matter" really is. It could be loads of frozen sunless Jupiters out there. Does the star-making process make lots of smaller stuff as well? It could be neutrinos or similar. The neutrinos we are familiar with would make for an excellent dark matter component except for the fact they move at nearly the speed of light due to how they are formed, so aren't a good candidate for clouds of mass hanging around galaxies. And there are plenty of theories involving currently unknown massive particles. All these theories have associated arguments of the form "It can't be X because..." such as what I wrote about neutrinos. To sum it up, we just don't know enough. Why do you have issues with that?
