Those "cartoons" are the product of CAD software.  CAD software is used
nowadays all the time in the design of new buildings.  In this case, they
used it to model what happens in response to certain events.

(Do you really expect them to build copies of WTC7 and WTC1, and fly a
plane into the rebuilt WTC1 to see what happens to the rebuilt WTC7?)
