They did not.

While they did identify* all but 5 people from the Pentagon and everyone 
from Flight 93 (not always via DNA), only about 1000 total were ever 
identified from the Twin Towers.

(*) some body parts/DNA profiles were never linked to known people, these
are presumed to be from the hijackers.
