No, nothing was "made up".  It is just science, people make an 
observation, come up with a hypothesis, run an experiment and the
data from that experiment supports or refutes the hypothesis.  In the
case of delocalization, experimental data supports that.  For benzene, 
this process has been going on since Kekule's snake dream.

No it doesn't.  There are 6 electrons, one per C atom, each forms the
equivalent of one bond to everything else.

You can't place electrons as being on one side or the other, each electron 
has a 50% chance of being on any particular side.

Read the "rules", in particular Schrodinger's wave equations.
