Actually I don't know, but something along this line sounds plausible.

I personally assume some kind of 'Hutchison effect' was utilised by a 
DEW ('directed energy weapon') and HAARP would actually be one possibility.

Since I don't know that much about this effect, we should ask John 
Hutchison himself.
