Typing in these screens will move the cursor, but not produce readable text. tty1 is unaffected, as well as gui (xorg). Booting an older kernel will restore proper behavior. Note: the report below is done on a VM. This was to confirm the bug applies to debian. It was initially noticed on devuan, on actual hardware.
