The Caps Lock key does make all the other keys use upper case, just the LED doesn't switch on. On virtual consoles the Num Lk and Scroll Lk keys both toggle their LEDs on and off. You might install console-data and then do the loadkeys of the keymaps requied, then it should work. localectl has its own problems with regard of list-keymaps for instance (cf. 790955).
