'bluetoothctl show' displays information about controller, but neither scans, nor connection to external devices work. That was tested with unpatched Linux kernel v6.12-rc6 and rc7 on PinePhone. I've replaced rtl8723bs_config.bin with rtl8723cs_xx_config.bin from the old firmware-realtek-rtl8723cs-bt package and Bluetooth started to work again. There was discussion about possible regression in [1] already. I've raised issue on linux-kernel mailing list as well.
