What ACTUALLY happened was Apple guessed that their configuration fo three high-heat sources in a CPU and two GPUs would continue to be viable, but that did not happen. the design of the MacPro required three nearly identical heat sources in order to cool itself. They talked at length about this when they announced they were redesigning the Mac Pro because they had not been able to update the 2013 model.
