Just for kicks, I would try resetting the SMC and PRAM: FWIW, I have no such issue on my 2013 Mac Pro or 2011 MacBook Pro in daily use here at home, and I haven't (yet?) heard complaints from anyone else I know running 10.13.6 (other than the couple of reports in this thread).
