The fastest archiver is the one that most users already have installed. CPU cycles will never recover the time wasted by users who receive an archive in some obscure format for which they have to hunt down and install a Windows executable. (Or worse, have to get a Windows box or virtual machine for that. Which brings us to the point that all the good archivers out have the important virtue that they are cross-platform.)
