I know nothing of the particulars of VPS.

But is this "emergency console" a regular terminal console - ie can you 
type commands and/or log in as root?

If so, the first thing is:

Check to see if it is prompting you to intervene as a fsck failed on 
startup.

second, if you can type commands or log in as root, give us the output of:

ifconfig -a
