Prior to that immigration quotas favored Northwestern Europeans to preserve the culture they had built in the New World. Without Celler's hard work the former Scandinavian stronghold of Minnesota wouldn't be captured by Somalis and Michigan wouldn't be attempting to elect an Egyptian.
