You don't build a power plant in eastern Montana to provide power to the black tailed ferrets. A problem for the existing ones is natural gas fired plants can be operated less expensively. Some of that is due to stricter regulations. A problem with natural gas is the gas fields aren't located near where the power is needs and nobody wants a new pipeline 200 km from them. I had left the state before it was fully operational but I lived 20 miles from Seabrook Station. https://en.wikipedia.org/wiki/Seabrook_Station_Nuclear_Power_Plant It now provides 40% of the state's electricity. It was a fiasco with protests delaying the construction. In a chapter out of Keystone Kops in 1977 over 1400 protesters were arrested. The state put them in National Guard armories, belatedly realizing they'd have to feed them for a couple of weeks. The majority of them refused to post bail, preferring to hand around munching free burgers.
