It's much easier finding a puppet rather than trying to run a 
dysfunctional country. Being a US puppet has its dangers as Diem found out 
when he was no longer needed. Sometimes the machinations are moe twisted 
than an obvious puppet.

The Iran-Contra affair was particularly confusing since the US was also 
providing Saddam Hussein with 'WMDs' as Iraq waged war on Iran. Reagan 
couldn't remember anything.

Novelists writing espionage thrillers have a hard time keeping ahead of 
the US government. Or maybe they're working for the government like the 
best and brightest of the British intellectuals worked for Wellington 
House cranking out propaganda during WWI. They came up with some classics 
like bayoneting babies and raping nuns.
