The USA did not want Europe to be capable of defending itself, and actively worked to enforce this. Why? Because then Europe would be a competitor to the USA empire. The USA preferred an Europe that no longer had imperialistic goals. Thus countries inside the NATO took a model in which each country specialized in some type of military. No country has all types.
